RX 570 8 GB, is it working correctly...?

If you want to know if your GPU runs well, just run a benchmark and compare your scores to those who also ran this benchmark with your GPU. A benchmark like 3DMark (the demo on Steam will work fine) should do the trick.

Games get so many updates and upgrades it's quite difficult to get a proper idea of what fps you should get.

 

Here is for example a benchmark from GamersNexus which shows the RX 570 getting around 67fps:

Who says the CPU is too weak for the GPU...?

It will also really depend on the game you're playing and the background tasks you have running  during gaming.
