Recently got an Nvidia RTX 2080 ti FE. Out of the box, I paired it with the EK Vector block and put it in my custom loop along with an Intel 9900K on the Asus ROG Maximums XI Formula. Without overcloocking the GPU, I ran a couple of benchmarks, all of which show occasional flickering black boxes while under load. Stock clock speeds were at 1350 mhz while idle, and 1980 mhz under load. The same thing happens while in game.

I've tried increasing the power limit to 123%, increase the voltage limit to 75 mV, and downclocking the GPU -50 MHz, but the problem has seem to have gotten worse, with the flickering getting more and more frequent. I'm not sure if it's my monitor (ASUS VG248QE), or old drivers (NVIDIA 436.48), or if the NVIDIA control panel settings are off (3D settings "Max Performance is preferred" and Vsync OFF). Any help would be appreciated.

Did you test the card before you put the block on it and slapped it into the loop? That should have been step 1.

Yeah that would have been a pretty good idea

It does look like a defective card. Have you tried ddu and reinstalling drivers after?

I should've, but didn't. I had at least a little more faith that they card would work without an overclock. Especially if it was on water.

I haven't tried ddu and reinstalling the driver, but I'll give it a try.

Did a clean install of the newest drivers, but experiencing the exact same issue.

try decreasing the memory clock, i had a card that would run below 200mhz below stock still rma'd it but it's worth a shot.

I decreased the both the memory clock and the GPU clock (-200 and -25 respectively) and am now experiencing crashes at 1080p ultra settings. I might just RMA the thing. It's a disappointing start to the first descent graphics card I've had.

Thanks anyways everyone.
