Two Factor Authentication: Should it be able to be turned off?

I'm having issues with some apple devices because of their two factor system. If I could turn it off, even momentarily, the problems I have would vanish, but this can't be done, even thru phone support.

I've posted the following to the apple support forum.

Apple ID Two Factor Can Not Be Turned off.

While in most cases, it should be on, and left on, there are times that a user may need to have it off, but that is not possible.

I have sent the following to apple.com/feedback and have urged others to do the same.

Apple ID Two Factor Authorization Needs an Off Switch.

While security is important, and Two Factor Authorization is a good way to improve it, it does not always work as intended.

The decision to use it or not should be up to the user, NOT Apple. That it can not be turned off by the user is a problem that needs to be fixed.

Not 5 minutes later, I was notified that they deleted it.

This is similar in wording to another post I made, about the problem that started all of this (an issue of singing in on the AppleTV, where the menu doesn't allow for letters while they're required).

What do you think of this? Should people be able to turn off this feature if they desire?
