Stuttering mouse issue, not sure what is the source.

I think I encountered this issue in several PCs.

The PCs are all windows 10.

The mouse would sometimes get stuck for a split second, but it's extremely annoying.

It would sometime get stuck for more.

This mean I move the mouse and while I still move the mouse it would get stuck, then released after half a second or so.

At an older PC I would move the mouse in circular motions to see that it gets stuck every once in a while.

I thought this was a thing of my old PC but it happens in my new beefed up PC as well from time to time.

 

Is this a mouse issue? I have a logitech wireless, but I think it happened in wired mice as well.

 

Maybe it's a certain software that cause that. I had suspicion once that it happened only when chrome was running, but I am not sure about that.

 

Anyone familiar with stuttering mouse?

lots of things can cause that kind of issue from old hard drives, to malware, to botched windows updates and many more.

Yea, so I would like to know what are the possible causes and try to eliminate possible causes.

Maybe some tests I can make?
