ThunderBolt Display equivilent for Windows?

Recently the Mac eco system has become too expensive, and to stay up to-date you really need to invest decent money in the latest gear. Could anyone recommend a display that has great colour and contrast similar to a retina display I've used before on mac. Ideally it would be 27inch monitor costing no more than $400 let me know if you guys know of any great displays for graphic,photo editing.
