Motherboard shuts off when a monitor is plugged in?

So I got this motherboard from my school today, they told me it doesn't work. I've tested mostly the PSU, and the CPU on the board. Mostly everything that is needed for a componet on the board until I got to the monitor. I plugged the monitor in and turned the board on. I notice, the board shuts off when a monitor is plugged in.

PSU: Dell 20 Pin connector 

CPU: Pentium 3 CPU

RAM: 128 MB

Without me turing the monitor on, the board stays on. I'm thinking it is either ram can't be used, or it's not enough for the computer.

Sounds like it may be some type of internal short or a power draw issue. Is it onboard video or did you try attaching a video card?
