APU seems to not run at full speeds

My APU (AMD A10-5800k) does not run at its clock speed that I set it to or its normal clock speed. Its base clock is 3.8 and I overclocked it to 4.3. Though this is a pretty powerful APU it does not run well with some games. For example, Rainbow Six Siege requires a minimum of 3.1 GHz of CPU power and my APU is well above that, yet I cant run discord in the background or else my game would run at 20 frames and drop even lower sometimes. I have a dedicated graphics card as well and I have the integrated graphics off so that I can use it solely as a CPU. I did not build the computer so that is why it has an APU instead of a CPU. My AMD Radeon settings also tells me that my APU is the minimum requirement for Rainbow, but its power is well above the minimum. In fact, it has the clock speeds of the recommended CPUs. Task manager also acknowledges that I set the clock speeds to 4.3 GHz. I contacted Ubisoft and their solutions were of no help. I do not know why such a powerful APU is running so poorly in games it should be able to run. Just in case any of my PC components seem to not work together Ill list what I got inside. (I would also like to add that when you search up my APU it states that it has 4 cores yet task manager only detects 2. Maybe that is the problem?)

8 gb ddr3 ram

AMD Power Color R9 270 GPU

AMD A10-5800k APU

(This I5 is the recommended CPU for Rainbow. The clock speed of my APU is higher than this and it has the same number of cores. I just do not know why it performs worse)
