New 2060 Super card - is this behavior normal?

Under sustained load, my RTX 2060 Super runs below base clock (1395-1410 mhz vs 1470 expected) at 80°+ C and 95% fan speed. Ambient is 23-25° C. Also one or both fans occasionally have a rattling sound like they're hitting a wire or something (they aren't) at lower RPM.

 

I assume this isn't normal but I wanted to check with people who are more up on the latest hardware before I decide if I need to return it.
