1660ti and low FPS in Apex cannot figure out why

Hey guys!
So on my old setup, ryzen 5 2600 and rx570 4gb, i used to get around 60-80 fps in apex with lowest settings. Recently after swapping in a 1660ti oc and redownloading apex, even on the lowest settings, im getting an average of 30fps, which is also incredibly unstable, if im looking out far across the map, it drop to 20s, if i face a wall, it shoots up into the 150s. 

my gpu drivers are up to date, the game has been freshly installed, ive tweaked everything in game, and nvidia control panel to favour maximum performance.
my gpu stays in the 40 degree range, while my cpu around 60, i know thermals arent the problem and my rig has good cooling and a good power supply

for reference, with the new gpu, im getting around 80-90 fps in the cod mw beta, with everything maxed and motion blur off, im getting 100+ fps with bf4 maxed out ect ect
im leaning heavily into the idea that it might be a bug with apex, because i cant think of any other problem on my end, so here is a community post in the hopes that someone could pick up on something ive missed :) 

PC specs
Ryzen 5 2600
Gigabyte geforce gtx 1660ti OC edition
and 16gb of ddr4 ram, which is definitely plugged in correctly.

Did you run DDU with the swap? You could/likely have a driver issue due to having both AMD and Nvidia drivers installed. 

 

Get DDU, and run it, then reinstall the Nvidia drivers: https://www.guru3d.com/files-details/display-driver-uninstaller-download.html

yup, id done that as soon as i got the new gpu

In games like Minecraft it can be the difference between 300FPS and 30.

Even the best CPU can be a performance limiting factor, especially if you are running things in the background.  Windows is a bit special when it comes to scheduling tasks on specific CPU cores, it literally just shotguns the processes at a chart of CPU cores every ~25ms.
