There is an app on the the windows store that I really need. But when I went to download it. it says its only for windows mobile 8.1.

 

Is there anyway to use the app besides buying a win 8.1 phone?

No can do. You can try and reach out to the developer to see if they'll port it. You could study code and essentially try and make a clone. Or you'll need Windows Mobile 8.1.

 

There's no sort of emulation, etc, that will work.

How do you think windows phone app developers test their apps? You think they use an actual device for testing?
