Hello! I am the world's most indecisive when it comes to buying pc parts it seems. Anyway, here is my more or less final list:

CPU: AMD Ryzen 5 3600 3.6 GHz 6-Core Processor  (kr2149.00)
Motherboard: MSI B450 TOMAHAWK MAX ATX AM4 Motherboard  (kr1190.00)
Memory: Kingston HyperX Fury RGB 16 GB (2 x 8 GB) DDR4-3200 Memory  ($98.99 @ Amazon)
Storage: Intel 660p Series 1.02 TB M.2-2280 NVME Solid State Drive  (kr1049.00)
Video Card: MSI GeForce RTX 2070 SUPER 8 GB GAMING X TRIO Video Card  ($573.98 @ Newegg)
Case: Cooler Master MasterBox NR600 (w/o ODD) ATX Mid Tower Case  ($69.99 @ B&H)
Power Supply: NZXT E 650 W 80+ Gold Certified Fully Modular ATX Power Supply  ($139.99 @ Newegg)

I live in Norway, and have chosen parts considering price offers etc. Got two questions:
1. There is a sale on ASUS ROG STRIX B450-E GAMING for about 25$ more than the Tomahawk Max - which should I go for?
2. With the rgb on the graphics card, memory and possibly motherboard and later fans, will they sync with the motherboard? Or do I need an external controller of some sort?

Thanks!

1. I'd grab the ASUS board, much better VRM and a richer feature-set such as two M.2 slots instead of one etc.
2. If you also get an ASUS graphics card then you could sync them with the motherboard via ASUS Aura. Memory also should work with Aura, there's a special plugin for the Aura to work with Kingston RGB. As for the fans, you'd need to buy the Aura-compatible ones but it's possible to sync them as well.

CPU: AMD Ryzen 7 5800X3D GPU: AMD Radeon RX 6900 XT 16GB GDDR6 Motherboard: MSI PRESTIGE X570 CREATION
AIO: Corsair H150i Pro RAM: Corsair Dominator Platinum RGB 32GB 3600MHz DDR4 Case: Lian Li PC-O11 Dynamic PSU: Corsair RM850x White

Swap PSU for the TX550M

Crucial ballistics kits at 3200mhz are also really cheap

Hm, the only problem there is that the ASUS graphics cards RTX 2070 s are quite more expensive. And the MSI one has gotten quite good reviews in terms of cooling (and I love the looks). I am going for a black and red setup, will I be able to set the colour to red for both the MSI graphics card and the asus motherboard (and the memory if I go with a rgb variant)?
Want to avvoid the rainbow vomit as much as possible

Yes, the only drawback is that you won't be able to sync them with a given effect, but when it comes to static color it won't be a problem. You'll just have to install both MSI Mystic Light and ASUS Aura.

And yes, I can highly recommend the "Gaming X Trio" lineup from MSI, I've got the first card from that lineup that ever launched, the 1080Ti model. High-quality, runs cool and quiet and looks great. Especially the backplate.

Cool, thank you for answer. I am kind of on a budget, so I don't think I can justify spending 40-50$ more on the Asus Rog Strix RTX 2070 super eventhough it makes rgb patterns easier and slightly faster. From what I have read, the MSI graphics card has no trouble with overclocking a bit

It's a lottery, no matter if you go ROG STRIX or Gaming X Trio. It's just luck, because both cards are of equal quality and have more than adequate cooling.

Oh, another lottery in the electronics department, yey. Going to buy a moniitor at a later stage, and everyone is saying that this also is a big lottery

In what regard? In terms of overclocking? If you're buying a new monitor, just buy one with your desired refresh rate and don't bother overclocking.

If you mean in terms of IPS backlight bleed then yeah, although some companies accept replacements if it's a bad case of BLB. Most of them also cover dead pixels for a period of time since the purchase.

Not overclocking, but such things as BLB etc concerning the panel type and quality
