Trying to repair a noisy GPU fan. Need help!

The fan is from an Inoo3D GT440 GPU. It has a 10mm diameter (~2.3") and even when the GPU is idle, it spins at 52% speed. Anyhow, it's getting kinda loud as of late hence I'm trying to clean and re-lubricate it, to make it a tad more bearable. 

 

When I was taking it apart, I was convinced it'd have sleeve bearings, which is sort of a traditional when it comes to GPU fans.  To my surprise, it said "Ball Bearing" at the back sticker and sure enough, the bearing is visible at the back of the fan which was indeed a pleasant surprise! Problem is that I don't see the bearing move when I rotate the fan manually. 

 

Any idea what should I do next?

I know what you're thinking! Lumias tend to have fantastic cameras, no doubt, but not this one! It doesn't even have auto-focus. 

 

In any case, I don't want to buy a new fan because new ones go for $12, and that's exactly what I paid for the whole GPU! With that said, I'm open to the idea of replacing it with a 12v laptop fan and sticking it up on the heatsink with superglue. I've done it in the past, as a matter of fact, with my Nvidia MX440 8x!

To clean and lubricate you need to take off that white plastic clip to take the fan blades off to gain access to to bearings. A light machine oil will do a good job at lucubrating.
