[FIXED] Stutter and 100% load on 1 core - Ryzen 1700

EDIT: Found what was the problem, it was the RGB fusion peace of shit software that was running in the background, i don't know what it was periodically doing but didn't have any issue since i uninstalled it.

Good morning y'all,

I have had this problem for almost a year and i cannot for the life of me even start to understand whats up.

Symptoms:
- Stutter and super laggy in windows for 5-10 seconds at a time, happens at random times when doing seemingly unrelated tasks maybe one or twice a day

- CPU 1 goes to 100% use while this is happening, the 15 other threads are fine and stay at whatever % usage they were at.

- If it happens whilst watching a video the system will be responsive enough for me to pause it doesn't lock the system just lags the hell out of the current task

At first I thought it was just my internet or router screwing up but lags even when listening to local music using foobar or playing games locally.

then I thought it might be my ram maybe being full and the system using like my HDD as memory, but nope, memory usage is normal and i even changed memory since this started happening.

I honestly don't know what to test. anyone as a suggestion? will gladly provide additional information if needed.

EDIT: full system spec if that helps

check temperature? I know you have liquid cooling, but doesn't hurt to use hwinfo64 to test it out.

Also what mouse you using? If you use wireless ones, try different mouse port, the one on the front is usually very bad and get interference.

Since you said CPU would spike, it really don't feel like ur mouse issue. You should monitor your task manager, and check which process is causing this spike, and then you may have a clearer picture what's going on.

Id test memory and storage.  I like using memtest within the Ryzen DRAM calculator, easy to use.  Then use Id guess CrystalMark or Samsung Magician to check the storage, I think those are the right names.

Temp is ok, at 33c idle
mouse is wired (logitech g402)
its weird, i checked the processes and none spiked, its like one my cpu core heavily downclocked, I am going to look at clock speed when that happens
