PC won't load site while other connected devices can

Hi guys I was wondering if you can help me I am having a weird issue where sometimes my PC can't load up certain websites sometimes while other devices such as my phone (mobile data off) or tablet load them up fine. This has also only just started since I have changed address and with it ISP so I haven't had the issue before with this PC only now that I have moved.

 

I have tried the following:

Reset router

Change IP address

Change DNS address on pc

Reinstall wifi driver

Chnage browser

Connect to wifi by usb tethering with my phone (with mobile data off just wifi)

 

As a not while tethering to my phone I switched the mobile data back on and the websites loaded fine but as soon as I go back to just wifi it can no longer load them on PC

 

It also is only sometimes this behavior occurs, I might come back an hour later and the problem would be gone and I can access the sites again.
