Sketch up, Fusion 360, pretty much and cad program.

The closest to what you're asking for is PC Building Simulator on Steam.

Not in specs way, in like.. I want this monitor here, that monitor there, mouse and keyboard here etc..

Google Sketchup is free and would allow you to do that.  There may even be freely available models of common computer components.  Otherwise you'll have to model them yourself, but could be as simple as generic rectangles if you're just looking to arrange stuff on your desk.
