Hey guys, so a few days ago I was playing normally expected frame rates that I have been getting ever since I bought the PC. After gaming I Shutdown my PC and went to bed. Next day I turn it back on load up Call of duty: WW2 and I get lower frame rates and stutter shown in this video:

Note: it happens on every game I have.
 

I have troubleshooted everything I could think of for example, clean install of windows, drivers, re-seating the gpu, re applying thermal compound to the cpu and gpu, making sure the game is on an different SSD/HDD ect

The weird thing is, the lower the settings the more abrupt the stuttering is...

None of the hardware is OC now as I put everything back to factory settings, CPU is running between 30c(idle)- 55c(gaming) and GPU 40c(idle) - 60c(gaming).

 

Also when I go into affinity and unchecked CPU 0, the stuttering has stopped for the most part, I was wondering (if anyone has any guesses) why this randomly started happening.

Have you tried disabling your CPU's C states and Turbo Mode in the BIOS?

Are you on 1080p could be an cpu problem. I know that game didn’t run the best.

I am yeah, but it happens in every game I play, plus it didnt happen the say before i turned my pc off I was getting 150+ fps with no suttering, now i get 50 fps with a bunch of stuttering
