Games started stuttering, anyone know a perma fix?

Hey guys, so a few days ago I was playing normally expected frame rates that I have been getting ever since I bought the PC. After gaming I Shutdown my PC and went to bed. Next day I turn it back on load up Call of duty: WW2 and I get lower frame rates and stutter shown in this video:

Note: it happens on every game I have.
 

I have troubleshooted everything I could think of for example, clean install of windows, drivers, re-seating the gpu, re applying thermal compound to the cpu and gpu, making sure the game is on an different SSD/HDD ect

The weird thing is, the lower the settings the more abrupt the stuttering is...

None of the hardware is OC now as I put everything back to factory settings, CPU is running between 30c(idle)- 55c(gaming) and GPU 40c(idle) - 60c(gaming).

 

Also when I go into affinity and unchecked CPU 0, the stuttering has stopped for the most part, I was wondering (if anyone has any guesses) why this randomly started happening.

Ok I tried that, and it still stutters.

check your performance mode. sometimes power saver can do that. make sure you are in balanced or performance mode

Have you tried disabling your CPU's C states and Turbo Mode in the BIOS?

So c-sates was already turned off, but i turned turbo mode off and it's still stuttering  hmmm

Try using -Resource Monitor -  in - Window  Administative Tools -   You may have a program running in the background that you may not know about.

Ah, if you tried reinstalling windows then it's probably not that.

Are you on 1080p could be an cpu problem. I know that game didn’t run the best.

I am yeah, but it happens in every game I play, plus it didnt happen the say before i turned my pc off I was getting 150+ fps with no suttering, now i get 50 fps with a bunch of stuttering
