Problem with I7 8700 - all core only 3.7x (stress test on prime95).

As the title, I bought i7 8700 2 days ago, but singel core only is 4.0 and all core is 3.7x (stress test on prime95), you can see on Intel XTU.
I don't change the bios, it's default.
My system: 
- Main Asus Strix B360 F-Gaming
- CPU Cooler: Cooler Master MA410P
- Ram Corsair 8GBx2 2666
- PSU FSP Hexa 85+ 550w Plus Bronze.
What is my problem in here ? Please answer for me. Thank you !

image is hard to read but it's probably thermal throttling

 

make sure you have cooler installed correctly
