So if i lock the clock with afterburner and play minecraft with sildurs shaders it will stay locked at 2000mhz but if i switch to SEUS shaders the clock speed gets forced to around 1300mhz. how could a minecraft shader be forcing the clock speed to lower?

Are you thermal throttling? Depending on your hardware, SEUS might be super heavy that your GPU is saving itself from getting too hot.

 

Sildur's Shaders by comparison is light work.

Its a mobile 1060 3gb with desktop drivers paired with an I5-8300H and @sowon its not thermal throttling because even when its at 50 degrees it goes straight to the low clock when i switch
