What laptop have to got? I highly doubt that it charges at 5V.

Toshiba Dynabook Portege X30-E-143

It has two Thunderbolt 3 ports, which are the only two ports that accept charging.

The original powerbrick outputs 5V / 3A, 9V / 3A, 15V / 3A or 20V / 2.25A.

I've been able to charge it with my the powerbrick that came with my Pixel 3A XL, which has an output of 5V / 3A or 9V 2A and I have a old Anker PowerCore, which outputs 5V / 2A or 5V / 4.8A, which was also capeable of charging the laptop. I haven't checked how fast tho. At least the light went on. ?

That's a good sign at least. It may be worth checking  how fast it charges as there are virtually no portable power banks around with more than 5V on them, just higher currents.

A portable battery I would recommend is the Anker PowerCore 26800. It has three USB A outputs and holds 26800mah at 3Amps, great for your laptop.

I'd recommend something that can output a higher current for example 6amps but these can cost a lot more.

I'm fine with paying a little more money.
Up to 100€ for example is totally okay for me, if the battery is worth the money.

Edit:
The Dell PW7018LC does put out up to 20V over its USB C port tho...
