Windows 10 Slow on boot (With bluescreen, rarely)

Hello, 

So I have that weird issue where my PC is Ultra slow (Mouse will be delayed and also programs at startup) when I start my computer for the first few minutes (between 3 to 5 minutes)...
Thing is ... With my spec it should be near "blazing fast" and not "tortoise slow"... even a standard HDD might be faster on startup.
Intel I9-9900K
Intel 660p Series M.2 2280 1TB PCIe NVMe 3.0 x4 3D2, QLC Internal Solid State Drive (SSD) SSDPEKNW010T8X1
32 GB of F4-4000C18D-16GTZR at 3 867 (4 000 doesn't work at 32 GB, RAM is ok, no issues, all tested with either AIDA on stress and memtest) 
ASRock Z390 Taichi Ultimate LGA 1151 (300 Series) Intel Z390 SATA 6Gb/s ATX Intel Motherboard
MSI GeForce RTX 2070 DirectX 12 RTX 2070 GAMING Z 8G 8GB 256-Bit GDDR6 PCI Express 3.0 x16 HDCP Ready Video Card

Also have a side SSD with another HDD but I tested without them plugged in.

So what I've done so far:
Settled with default RAM speed, I didn't touch the CPU, because I don't have a need for.
Tried with XMP and not.
Tried with fast boot enabled and not (On Bios and on Windows)
CrystalDiskMark doesn't have weird read, have what I'd expect from it, even if it might not be the best tool out there to measure SSDs performances
sfc /scannow, dism /online, etc don't work, although basic from experience it's magic. 
Updated EVERYTHING, (BIOS, drivers, Windows) literally everything, beside one thing, because I don't currently have a USB Disk reader, I didn't update my SSD's firmware buuuut it shouldn't be that, why because:

I enabled/disabled my Antivirus service (In fact I even changed antivirus) and Malwarebytes to see whether it's related with that, IT'S NOT. 
I've tried to boot windows with only the essential services, it boots #1 in 20 seconds I can do pretty much what I want(From the time I press power on) , given that the service required isn't needed.
I also tried to disable a few Microsoft service I won't be using, on this rig, like for example, Hyper-V. 
Soooo I figured it is related to my windows services but since there are... a ton, well ...
How am I supposed to find the one that doesn't work as intended in that mega list.
I don't have anything that goes on in Event Viewer to give me a redflag
Although Bluescreenview gives me Results, it's not really helping? And I'm getting confused because yes, it's the same .exe but... Always different adresses, time string (Sometimes in the future...)

Side note: I can't format my system right now, I have too many things installed and no other media with space on that I can move it to +licenses problems
But the biggest issue is that my internet is wayyyy too slow to get it back quickly enough for work (Also uses as work PC)

Beside that, it really is a good system that I built and does everything I throw at it awesomely, beside when it crashes, there's no other slowdowns, ever.

So TLDR:
System hyperslow on Startup... ONLY
Occasional bluescreens (From 2 days onward to maybe 16 days inbetween)
I'm getting lost in my thought process and can't get a solution that to me should be simple, BESIDE A FORMAT
And finally all that for the question
What service(s) might be the culprit(s) behind that? And how to find it easily without going through all the list one by one and restarting? Also how can I replace it with a working one?

I've put the attachments with it, Crashdumps with a screenshot of my SSD's performance, my diskspace was at 50% occupied when it started.

couldnt hurt, but bios setting fast boot? i know it sounds cheesy xDDD
