3700x running at 4.2GHz after starting Windows?

So this may be a stupid question cause I don't know much about cpu's, but I just put together my PC about a month ago and new to this board (x470-f gaming) and cpu, but I was having some issues last night (rocket league crashed and chrome crashed from running out of memory; 32gb's worth....) and so I restarted my PC just now. Well, the clock it's doing right now is 4.15 GHz and CPU Z says it's 4266.35MHz. Is that normal? I thought it wouldn't go above roughly the 3.6 base clock unless you overclock? I added an image, and maybe I'm reading it wrong as well but figured I'd ask. Thanks.

it will reach boost clock depending on workload etc., completely normal. probably has to do with programs and whatnot starting up when windows starts up
