Not much you can do with a 10+ year old Pentium CPU.

What maximum?
100 what?

 

Are you sure the CPU could be 100% utilized (e.g. are you not using a single threaded applications)?
Is the CPU not running too hot?

You need to figure out what is taking  50% of the CPU, use Windows Task Manager and then lookup the name of the process\application using the resources.  If you recently did windows updates it could be ".net optimizing" or other things that might go away after a while depending on what Windows you are running.  Otherwise look up the process in google and see what others are saying about it.. could be a software bug.
