Motherboard won't display video with newer card.

I have 2 970 pro gaming/aura motherboards, one works perfectly fine while the other the vga led lights up whenever I use my Powercolor rx 570 4g red dragon gpu with no post on the screen but works completely fine when I use an older gpu from an old computer that doesn't need power from the power supply. I am able to post if I clear the cmos and power it on using the 570 but if I shut it down and turn it back on, the vga led turns back on with no post. The cpu, ram, gpu, and power supply all work fine since I tested it out with the working motherboard.

Hmm... Can you verify the BIOS versions are the same on both Motherboards?

They are both on Bios version 1001, it's the most recent Bios update for this motherboard.
