4. Do you game? if yes how much do you want to spend on a GPU?

5. How much space do you need for storage (SSD / HDD)

6. Get a 550watt Power supply

7. Get a case.

This is a weird question though, because you might want a home theater PC, in which case you'd need to center around what you can fit in a small case. You might want to do video editing and/or modeling, in which case the CPU becomes more important.

There is no right and wrong answer - what are you doing with the PC and how much are you willing to spend - that is usually what dictates parts choices

This is truth! Budget, budget, budget. Figure out a number, and idea at least FIRST, then focus on the steps that @SupaKomputa or others have said.

Yes form factor can also decided at the beginning. Do you want a gigantic or sleeper system.
