Usb extension cable + mouse -> would it cause delay?

nope, I have used a few cheapo extenders in my day and it's not a concern I've faced.

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

my mouse and keyboard have been on a hub for a long time, no delay.

Technically, yes, however nowhere near enough to be of any importance.

 

(According to the internet) Electricity travels around 270,000-300,000 km/s. Even if on the slower side, that's only 1/270000000 of a second (0.0000037 milliseconds, or 3.7 nanoseconds) added per meter of cable.
