Monitor, Cable or GPU?

So about a month ago i turned my PC on and I saw a screen like this for about 10 seconds, I got into windows and it vanished.

But this morning i turned it on and it stuck around for like 5 minutes. It has since disappeared, it hasn't displayed long enough for me to swap cables or monitors.

Sooo, What is it?

 

While this is happening pixel response seems super slow. But when it fixes itself, its instant, panel is back to normal.

I want a casual meeting with an Elephant, Orangutan, Crow and a Bottlenose Dolphin.
