My monitor has green dots around some red objects

My monitor has green affecting around my red cross-air in games.

I have tried swapping my GPU out and That didn't fix it and also tried different drivers. also tried a different monitor and that seems to not the the green dots around the outside well playing a game.

I have a Samsung cfg-70 24" and a second monitor of a off-lease dell.
