So, i'm thinking of buying that CPU for the video card. I would like to know if it is enough not to make me a bottleneck (my current CPU makes me a 25% bottleneck) and if it is a good CPU, what motherboard (if is possible, cheap ) should buy.

What's your budget/country? You want Fast RAM for Ryzen in general, but unless the 1600 is really cheap I'd go for an R5 2600 with a B450 Pro 4 board at minimum.

My current cpu is a 7860k a10, I don't have much budget, although I can save money. I live in Argentina

R5 1600 is worth $146 (usd) 

R5 2600 210$ + b450 pro4, $178.

With those prices, should I save money for the R5 2600 and b450?

It's just a lot better overall, maybe +200mhz, but the memory controller was improved a lot, so 3000mhz or 3200mhz RAM was easier to use.

MSI's B450 boards with VRM heatsinks are fine too, and have USB bios flashing if they're around the same price.

Like any of these, with 4 phase VRMs and Decently sized heatsinks, the Pro4 should just be one of the cheapest.
