So quick story, i have ryzen 5 2600 CPU and Msi b450 TOMAHAWK motherboard, also i have 700w PSU so there shouldn't be problem to have 4.2 GHZ overclock becouse ive seen couple of youtubers do it with 600w PSU and same motherboard, but i can only go to 4.1 until my screen turns black on OCCT.
any ideas?

oh, BeQuiet Dark rock 4, when on 4.1 GHZ (1.400 v but set to 1.385v so idk) i got max 80 C

Quality matters over quantity, what unit? You can OC a 2600 in a system with a 450 watt PSU.

I would say up to 1.45-1.5v this is the highest default voltage. You could play around with pstates to get lower voltage and clock at idle:

I think that's already kinda high voltage for 4.1 Ghz.  Maybe your Chip just can't handle the 4.2 Ghz. Performance wise it shouldnt be much difference. 
Maybe keep 4.1 and try to reduce the voltage. I have 4.1Ghz with max benchmark temp of 70°C and around 55-60°C while gaming. 
Same cooler for CPU but in a 7 year old crappy case. :D

Eeeeh, not really. According to the bois on Reddit who push these chips, a 2700 on much higher than 1.375-385 - with good temps - still degrades measurably over a reasonable timeframe. 1.4v is the absolute max I'd push for a daily rig, staying under 1.38 is the best bet for longevity. Degrading your chip means lower clocks anyways, so pushing more voltage just lets you run a higher clock for a bit, until you have to downclock at a similar voltage, getting the same OC you could have had the whole time, but hotter now because of the higher voltage needed.

They're sure? Cause I've seen people run 2600 and 2700s on 1.45 without degradation for 8 months

I've had guys say they ran X56xx xeons at 1.6v with no issues, I generally take those with a couple tablespoons of salt.
