Gigabyte GTX 1060 Fan Not Spinning Properly and Making "Squeaking" noise

Hi all.

 

I purchased a Gigabyte GTX 1060 3GB Windforce on Amazon in April 2017. Its worked perfectly up until today, where it has randomly started making a "squeaking sound" from one of the fans. The fan does not spin properly and it constantly stops and starts. When it gets up to speed it makes a really loud squeaking noise, followed by a rattle and then stops. It's been constantly doing this today.

 

I opened up the card but I'm not really sure what to do. I tightened the screws, cleaned dust, and made sure the wire wasn't catching on the blades. When I spin the fan it doesn't spin properly and it feels like there is resistance to it, whereas when i spin the working fan it spins fine.
