I'm thinking it might just be time for upgrades, however my old system with a fx8350 keeps overvolting to 1.35v at idle in windows even with the turbo locked off and this is causing the cpu to hit 80c at 8% load or idle in windows then it does a thermal shut down. I have an H80I cooler on it and when in bios its temp will drop to 34-38c at idle which is expected, is my old cpu just finally deciding to kick the bucket?

well in theory the only difference between the bios and windows is what software is running

if it's fine in the bios...... then you have software somewhere that is doing something to the machine. As dumb as it sounds have you tried reinstalling windows?

Something is very fishy.  Your idle temps are ok.  It can be the pump or bubbles not letting things pass and good movement of liquid and what not.  I would take it off clean them both the HSF and CPU and put thermal paste on it and install it carefully.  Screw it in as much as you can without bricking the mobo and what not.

Oh right make sure the AIO is actually sitll working lol.

Do you have an air cooler you can slap onto it?

 1.3v is ok Mine Fx 6300 also takes 1.3 voltage.I am sure your Heat sink is not correctly place on Processor or replace Heat paste on processor.I have Also Fx 6300 it working fine and best performance goes up to 4.1 ghz.i keep it on 24 hours i have no issues of heating.I am using Stock Heat sink.

Even when I tell bios to under volt by .16 it still spikes, I'll try new thermal paste and a fresh install. I know the pump is still working through corsair app and when case is open in bios I can feel temp diff between hoses for inlets outlet. 

The system used to never have overheating problems it just started out of nowhere, hell a couple years ago it was able to OC stably at 4.8gz and only get this hot with 100% sustained load.
