GPU fans making a revving noise

Are the fans properly plugged into the board? I had a GPU that had this issue and the little plastic piece that housed the pins was broken and I had to plug it in manually

Photographer, future counselor, computer teacher.

3600X and RTX 2070 with too many storage drives to count.

Is it constant?

Make sure nothing is hitting the fan blades. 

 

Check whatever software like afterburner or evga x1. See if they are set to 100% or if the temps are high
