So I have a high end pc , and I get stutter in almost every game.. I have already tried doing a clean install of windows 10 , updated my drivers , etc .. everything I have researched to do ... I think I kinda found a solution but than I read on some forums that its not the correct way to do it , so I put v sync on in nvidia control panel & as well as in game I set it to on capped at 60 because my monitor is 4k 60 hz ... also own a 1440p 144hz monitor same stuttering though ..anyway with both v sync on in the nvidia panel and in game the games seem to run super smooth for 99% of the time if I leave v sync on in nvidia control panel but off in game that's when stuttering becomes worse .. I have no idea what might be causing this issues ... my pc is z390 Aorus master mobo , evga 2080ti xc , 16gb 3600 corsair ram , and i9 9900k chip . If anyone has had this issue and fixed please tell me because even my ps4 runs every game smooth but not my 2k dollar pc ?

If the stutter is gone with vsync then you should use that.  You can get away with a mismatched frame rate when the frame rate of the game greatly exceeds the monitor refresh rate (150+ fps on a 60hz for example), and/or when you have a high refresh rate monitor period, but when the frame rate is close to the refresh rate without being synced (say ~80 fps on 60 hz), it will tear and stutter badly.  If you have the option for adaptive sync (freesync or gsync), use that to help.  It allows the frames to synchronize to the refresh, like vsync, but without capping or requiring a certain minimum* frame rate (it does have a min but for all intents and purposes...).  If I'm not mistaken, consoles use vsync so that would be why you don't see those effects with it.

 

Also keep in mind that you should probably never use in-game frame rate limiters.  For example, if you set it to 60 and have a 60 hz screen, you will still get tons of tearing and stutter, unlike if you just use vsync, because the limiter will give you 60 on average but not do any synchronization.

Try increasing pre rendered frames.

you cannot compare a console with a pc.

Stutters in games can be anything, in general i can suggest you have enough memory and enough free spaces on the boot disk (for caching).

If you've changed nothing then it's all correct.  If you don't know what's safe, I'd advice leaving it that way until/unless you do.
