Too low FPS in CS:GO

So I have this problem with CS. As a benchmark I use deathmatch on dust 2. While playing I get around 100-120 FPS with dips as low as 60. Now bear with me. Those numbers do not change no matter on settings. It's the same when maxed out in 4K (yes, I'm the kind of person that plays in 4K at 60Hz :D) and with everything at lowest at 640x480. XboX DVR is obviously OFF. I have all of CPU power saving features turned off in BIOS. I reverted my CPU's OC also. But no still no luck. Can anyone relate to this problem? Also, my specs are on my profile.

CPU and likely memory bottleneck I'd say, but dipping to 60 is still worse than expected. Check the temperatures.

Is RAM usage above 8GB? Also put the CPU overclock back on.

I blame the video driver then. Uninstall with DDU, then reinstall the newest version. If this doesnt work, repeat with older drivers.

Turned out my driver has been outdated. Updated, still the same. Reverted 2 versions, still the same.

use GPU-Z to check the PCIe connection. If you use Z77 board you should get PCIe 3.0, otherwise 2.0, both x16.

and dont run Furmark, it burns cards in the past and now cards actively throttle themselves when they see Furmark.

Alright, tried reinstalling the card. Also while doing that I ran CS using integrated chip at this lowest possible settings, and fps were lower, but the gameplay felt smoother. After reinstalling the card I ran CS and the reading is PCIe x16 3.0 @ x8 3.0

Also, the problem persists. What now?

only x8? not x16?

 

I assume the graphics card frequency is still above 1.8GHz
