I'd swap the 9900K and H150i with a 3700X/3800X/3900X and X62; I'd swap the Z390 with a ASUS TUF X570; I'd swap the 970 EVO 1TB with a Sabrent Rocket or HP EX920, and I'd swap the 3000MHz RAM kit for a 3600MHz RAM kit.

Other than that, your build's pretty great. All of these decisions will not affect performance while still being cheaper and in the case of the higher-frequency RAM and 3800X+, will actually only improve it.

Ryzen 7 3700X / 16GB RAM / Optane SSD / GTX 1650 / Solus Linux

And it usually has like at least 80% of the same performance.
