GTX 1070 Stuck At PCIe x16 3.0 @ x1 3.0 Low Fps

Hi, as stated in the title. I'm having trouble with my GTX 1070.

When I'm playing games such as The Witcher 3 or Forza Horizon 4.

My bus interface is only boost up to PCIe x16 3.0 @ x1 30.

 

Since its not at x16, I'm guessing it is the reason for my low fps in most of AAA titles. In Forza Horizon 4, if I were to set my settings at medium and above,

i'm only getting like 48+ fps and sometimes dips to 30..

Is there any way I can make it go all the way to PCIe x16 3.0 @ x16 3.0?

I've noticed that, my fps gets real bad when there are reflection or ambience in the game.

In witcher 3 I can put any other settings on ultra except things that cause reflect and ambience.

I got solid 60 fps in Sekiro.

 

Things I've tried,

-Reseating the card and changing thermal paste.

-Driver updated to the recent version.

-Bios updated to latest one.

-I've tried only putting my ssd, graphic card and other mandatory parts only for test to no avail.

-Changing thermal paste

-Cleaning pcie lane and graphic card.

-Reverting to old graphic driver

-Reverting to windows 1809

-Clean install windows 1903

-Cleaning cmos (pulling cmos battery for about 30 mins and putting it back in)

 

My Spec is :

i5 8400

16GB RAM

Gtx 1070 windforce oc 8GB

Cooler Master

THUNDER 520W

Gigabyte H310m DS2 Motherboard

 

Is my card bad at this point? Thanks in advance.

Check contact points on CPU, and pins in socket.
PCI-e controller is in CPU after all.
PS. What cooling are you using on your CPU ?

Sorry for the late reply and thanks for the reply.

I'm using the stock cooler.

I think it might have been my graphic card, I just bought a new graphic card and it works perfectly, no more low fps.

 

Is it possible to fix a bad graphic card? I'm thinking of giving this card to my little brother if this card can be fixed.

Try forcing PCI-E 3.0X16 in bios. See if that works

Thanks for the reply. 

I don't see any option to set the pcie speed but i do see the option to set it to Gen 3 which I already did.

But sadly, still no improvement on the fps.

Hello sir, sorry for the really late reply. I've been busy, had to work out of town for a few days. Just got back and test it out and unfortunately still the same result.


I just remembered something, when I bought the card, I asked the seller as to why he is selling it. He said he used to MINE with this card and then he decided to stop mining and sell all his graphic card. Could that be the reason?

Hmm most miners only run at 1x speeds. Maybe he flashed the card? Try downloading the bios.

Version should be on the sticker on the back of the card ie. 86.04.1E.00.78 - choose the same one.
