An R7 2700 or R7 3700X is going to be cheaper, and still perfectly fine for what you're doing.

and the motherboard can either be a $100 MSI B450 board with USB bios flashing, or a ~$175 Asus Prime X570 board.

I edit my posts a lot, Twitter is @LordStreetguru just don't ask PC questions there mostly...

Spoiler

What is your budget/country for your new PC?

what monitor resolution/refresh rate?

What games or other software do you need to run?

Doesn’t adobe prefer intel for some reason?

I agree tho, a 3700x/3800x + B450

tomahawk or X570 aurus elite would do fine too

It can utilize intel quick sync, but I'm not sure that's worth the extra $150 when Ryzen will do the job fine. Also depends on the codecs you use, and if it's just 1080p footage it won't really matter.

Do you already have the RAM? Because Ryzen 3000 in particular can scale up to DDR4 3600mhz.

Ryzen will do the job just fine and is cheaper, or at least should be a lot cheaper than the i9 9900K + Z390 board.

One more potential advantage on going Zen 2 is you could later upgrade to 12 or 16 cores with it. On Intel side, there is a rumoured 10 core part coming but it may or may not need a new socket, so might not be an option anyway.

also ring bus... which for rendering won't make that huge of a difference, but fpr scrubbing sure will. I'd still say intel is the best choice here
