To be sure, you can try to monitor the chipset temperature with software like HWMonitor, if it goes over ~75C there might be some issues.

Already worked it out, it only turns on above a set temperture, you can lower this in the BIOS so it turns on earlier.

I bought a Ryzen 3700X and MSI X570-A Pro motherboard. I had an issue where the CPU fan would start and stop constantly, updating the bios fixed this issue.

But now I have noticed the motherboard fan in the lower right of the board doesn't spin, it spins on start up but stops. Is this the case were it only turns on when it needs to?

Just wanted to make sure.

If the fan spins up on startup then stops, it is just testing to see if the fan works or not.

It should turn on when the chipset is getting hot, and needs to cool it down.

That was my assumption, just wanted to double check considering the issue I was having with the CPU fan.

Also when it first boots, the CPU error LED iluminates red for 3 seconds and goes away, then the computer boots normally.

Sounds about right. I am pretty sure my MSI B350M Mortar Arctic did that too. That said, that board is long since dead and gone, so cannot confirm.
