Can a USB-A to USB-C cable be used in both ways for charging?

I want to buy a power bank to charge my devices. The power bank has 2 USB-A and one USB-C ports. I checked the values and saw that the USB-C port's voltage is too high for my tablet (9V/3A or 12V/3A while the tablet's charger only delivers 2A with the same tension). Now it might be possible that the tablet is able to take higher voltages than what the included charger can deliver but in case it doesn't, would it be possible to charge it on one of the USB-A ports using the included USB-C to USB-A cable? So the question is whether such a cable can be used in both directions.
