I picked up a Lenovo m700 tiny from a recycling center to try and get it working and use it as Linux machine without having to put much money in to it. It was missing a couple of things. Long story short I’ve got fan spin, so I’m assuming everything’s working but I can’t seem to get either displayports to output anything. I’ve got an old monitor so i picked up a few adapters but I am not able to get anything to transmit to the screen. So I can’t pull up bios to install Linux mint 19. I’m not sure what to do at thins point. Is it possible to use a sata  to USB adapter and plug the ssd  in to another computer to download the os. Will I need to format or partition the drive pior. This is my first real attempt at a salvage job so any advice is appreciated

I know this isn't of much help, but that's a fairly nice and modern PC. If it was thrown out it might be irreperable.

You can try different RAM or just reseating the current RAM, as well as reseating the CPU if you can and clearing CMOS.

@kelvinhall05 Understood I’ll try that tonight, do you think it would it be worth spending $50 to buy a new board and trying that if reseating doesn’t work.

Would it be worth it to you? If I had $50 I probably would because I love Lenovo Think stuff and I love SFF systems. It would be a great "toss it in my bag when I travel" machine.
