Unable to uncheck "Read-only" across all folders in both systems

In my new installed system I noticed all my folders are marked as Read-only. Files inside are normal and everything works fine. I can install Steam and some games but games can't create config files etc. I took ownership over everything byt still can't uncheck Read-only mark.
