Radeon RX 480 Not Working

Recently I moved my setup from home to my college dorm and on arrival I tried setting it up and turning it on. Once I turned it on there was a very alarming glitchy screen that I cannot replicate anymore. My friend and I tried to take it out but in doing so we ended up breaking off apart of the safety latch that was trapped between the heat sink in my motherboard and the card itself. Now the card is back in the slot but will only start up for a couple seconds before the fans stop. A signal never goes out to my monitors, but my computer is clearly on because my keyboard and mouse light up. Any assistance would be much appreciated !!! Thank you
