i7 4790k and 980 ti can't get over 100 fps in csgo

PC spec's :  i7-4790k, 980 ti (both stock), corsair vengeance lpx 16gb, asus b85m-gamer

 

Since a few day's I can't play csgo anymore or stream it because I get on avg ~100 fps and it's unplayable, I have everything updated and windows 10 home 64 bit is fresh installed. I reinstalled csgo many many times and I still have the problem, the wird part is it's a csgo only problem, in all other game's it work's perfect, even while streaming. A friend of mine have the same pc setup and he get's while streaming on 1080p60 fps avg 300-500 fps.

Maybe try different graphics driver versions.

DDU the drivers and check thermals.

my thermals are good, I tried a old driver and I have now arround ~200 fps it's better but still super shit compared to what kind of system I have...
