RX 580 8GB lagging / stuttering / low fps

Hello,

 

After 3 weeks of problems i decided to make a thread about this. I bought Nitro+ RX 580 8gb special edition (changed with my old r7 260x) and I just noticed huge stuttering / lagging ; dropping fps in some programs (ex : Youtube, Display Settings (after leaving full-screen, moving the cursor left-right it drops the frames and it starts lagging ; scrolling down have drop fps + stuttering). In games it works perfectly I dont see any stuttering / lagging or dropping fps but on Desktop its garbage. The only game that i've seen some problems is Dota2 other than that nothing. I have also done 3DMark (2 Sky Diver https://www.3dmark.com/sd/5657419 ; 1 Time Spy https://www.3dmark.com/spy/8398999 ) no problems it looks flawless. 

 

                     My PC (Desktop System) :

 

  • OS : Windows 10 PRO 10.0.18362.329 (Win10 RS6 [1903] May 2019 Update)
  • Motherboard : Gigabyte GA-H61M-DS2 v3.0 
  • CPU : QuadCore Intel Core i5-3470, 3600 MHz
  • Graphic Card : Sapphire Nitro+ RX 580 8GB SE (1430MZH)
  • PSU : Seasonic Focus+ 650W (Bought it today, thought it was my old psu that caused these problems.)
  • Memory : Avant F6451U67F9333G 4 GB DDR3-1333 DDR3 SDRAM  (9-9-9-24 @ 666 MHz)  (8-8-8-22 @ 609 MHz)  (7-7-7-20 @ 533 MHz)  (6-6-6-17 @ 457 MHz)

  • SSD : 120 GB KINGSTON SA400S37120G ATA Device
  • Driver version installed : AMD Radeon Adrenalin software 19.8.2
  • Display : Full HD IPS LED LG - 24MP68VQ-P - connected with HDMI with 75hz and Freesync ON.

 

                        What have I done so far ? : 

 

  • I tried doing a fresh install of Windows and only installing the latest chipset drivers and graphics drivers from the start.  Still encounter the same issue.
  • New and old drivers.
  • Manual configuration in wattman.
  • Turned Freesync OFF in monitor / AMD settings.
  • Disabled HDCP Support.
  • Vertical Refresh ON/OFF.
  • OPENGL ON/OFF.
  • Changed HDMI cables.
  • Updated Windows ; Drivers 
  • Changed rx 580 with my old r7 260x and 260x works perfectly without any problem.

 

I have no idea what to do so I came here.

 

  • The only things that are changed in Wattman are Power limit to 50% and Zero RPM to off.
  • Here is a clip what it looks like https://gyazo.com/ebd19e6159b839dcb4e139d5a613b944  From 0:02 to 0:05 it looks the best, check mountains frames, after that mouse starts lagging too if i dont click anywhere or move it faster around. Also i've noticed that watching clip frames doesnt have that much lag/ frame losing than watching it from my monitor.
  • I have updated bios today then i did a clean install with AMD Cleanup Utility. It did not changed anything, still encountering the same issue.
  • I noticed that my CPU base speed clock is set to 3.6 GHz (In task Manager > Performance) but when It loads up it goes up to 3.90 GHz and sometimes goes down to 3.40 GHz, should this be a problem ? I have never done OC, because im too scared to break something.

i would never OC a video card, simply it's not worth it...CPU&Memory ok to OK..GPU...NOPE

I just build a rig for my nephew with basically the same monitor. Disable freesync and the problem will go away (did for him) seems to be that the freesync implementation on some of these monitors is terrible. 

 

Just wanted to add pretty much all of the hdmi monitors with freesync tend to hand issues. Display port less so... nvidia for example wont use hdmi freesync at all because of it not handing out the right information

Update your BIOS to the latest.

 

That's the only thing I can think of at this stage.

 

I would also recommend running the latest AMD Adrenaline, as they did just release a new version that should have dealt with the performance impact caused to older cards to fix some stuff with Navi.

 

Also, TBH, I wouldn't even touch AMD Wattman and leave everything at defaults for now. I've had nothing but bad experiences with AMD's Windows overclocking tools that would cause similar and janky issues.

That is interesting!

 

I just had an issue with my new monitor, where unless I disabled Freesync, it would automatically stretch my PS4 to fit the entire screen (It is an Ultra Wide) regardless of the picture settings I chose.

I have disabled freesync from monitor and it went to 60hz, no changes at all still encountering stuttering/mouse lag, then i've forced with cru to 75hz with freesync off (Automatic LCD- Standard) obviously same issue using HDMI to HDMI cable, then I changed the hdmi cable with another HDMI to HDMI, same issue. After that I've decided to change hdmi port (since it has 2) did the same thing again, no results. 5 minutes later I was thinking: hmm I got an old hdmi to DVI cable lets try it, did the same thing turned off my freesync from monitor then it went to 60hz after that forced it with cru to 75hz with/without freesync no results (it was even worse with hdmi to dvi).

I did today latest bios update

Changed 5-7 Adrenaline/Drivers versions.

I have the last AMD Drivers as I said in thread above

I dont think there is a problem changing Wattman Fan & Temperature Speed for fans (turning it on instead of off)

Honestly, I missed it as it was a pretty detailed wall of text.

 

I would be curious if this is just an issue with the card and it warrants an RMA or return.

Nope i do not have another pc to test it.

 

Edit : In benchmark (3dmark) or stress-tests it works perfect (in my opinion) without any lag stuttering and so on, but when it comes watching Youtube or browsing scrolling down and other desktop basics its garbage, so much stuttering and drop frames specially youtube in fullscreen its like from 60fps it goes down to 40-50 like refresh rate changes.

I would consider RMAing the card.

 

It could be possible that the AMD media encoder/decoder chip is having issues.

 

Maybe you should open a case with Sapphire, providing all of the detail that you have here with troubleshooting.


For all we know, it could even be a BIOS revision on the board of the video card itself that is causing the issue and they need to send you a new one.

 

It's rare, but it does happen.

Actually I have a thread at AMD community here : https://community.amd.com/thread/243146 . Can you please check it out and scroll down ? This guy mstfbsrn980 actually helped me with mouse drop frames. Can you please read everything there and check the youtube link ?(thats the issue I have). Maybe you have a fix for this problem.

The changes in the CPU multiplier like that are interesting. That shouldn't really matter.

 

Maybe I missed it, from scrolling up again, but have you tried disabling your overclock?

 

Have you also tried disabling the integrated GPU in the BIOS? I wonder for video if it is simply trying to leverage the iGPU and not your 580 (Sometimes Windows 10 gets confused and thinks it is a laptop if it doesn't recognize your UPS. I've had this issue with my build until I installed the proper software for my UPS).

 

I am grasping at straws here, since it is something clearly funky, and I forgot about the Spectre and Meltdown BIOS updates for Intel, so that is a bit rough that it seems some of it is being caused by how your motherboard manufacturer issues the patch.

An i5-3470 runs 3.4ghz stock with a 4ghz max turbo boost. I only know because my previous PC was based around one and I overclocked it to the 4ghz turbo across all cores with a 120MM AIO.

 

I wonder if you just set your BIOS to optimized defaults if that may solve it too.

 

Like we are all alluding to, it must be the card, or how it is interfacing with the board.

 

It could even very well just be the unified video encoder having a weird issue.

Nope, removing the gpu and running with integrated graphic everything runs perfectly.

 

Yes with my old gpu I dont encounter any problem.

At this stage, I would blame the card, and get a replacement.
