Why PC takes 20 minutes to boot up?

I already posted this before but I can't find out why this happens.

Normally this problem happens when I restart my PC, I don't know why but it always takes exactly 20 minutes, when I shut down normally it takes only 10 seconds to boot up, it seems that that happens when it's not properly shut down.

 

This weekend there was a blackout and I was using my PC, when the power came again I started up my PC and it took 20 minutes, I've asked around on Reddit this same thing and I've been told to clear cmos or try to unplug the HDD data cable (because userbenchmark says it's performing below expectations), I have windows on a ssd, so I checked on the bios in which port is it connected and I found out that I've connected the ssd on the slot 2 and the HDD on slot 1, I changed them and restsrted, it still took 20 minutes, so I turned the PC off and disconnected the HDD, nothing changed.

 

I've been checking for windows updates every time that I restart and found out that the 1809 version hasn't installed, it has the error 0x80240034, but the windows update says that it's up to date, tried running SFC and it told me to follow a guide or something on C:/windows/log/CBS, didn't found anything so I ran DISM and it completed something now I restarted but I still cannot install the update. But still I don't think this will fix the boot time.

 

Haven't tried clearing the cmos yet, the motherboard manual says that I should use a jumper cap but I think it didn't came with one, can I just use a screwdriver?

 

E: I forgot to mention that when there's a windows update I let it install everything and then I shut down the PC normally, when I start it up again it takes exactly 15 minutes. Someone told me that this might be because it might still be installing it downloading the update while it's windows is booting up.

I think you're more on the correct track with sorting the broken windows update , a bios issue wouldn't cause a 20 minute boot as the drive has taken over by that time.

seeing as the update you mentioned is in a broken state I'd just reinstall windows to see if the update will work with an OS refresh

I just did the sfc command again and it says that it repaired some corrupted files successfully, but I still can't download the update.

 

I'm gonna try to update the bios driver since I only updated it once when I built the PC, but probably gonna end up reinstalling windows.

 

I have never done a reinstall before, will I lose my files if I do that?

No. Restart is the same as full boot, but shut down and start is hiber boot (fast start). OP computer works at fast start but not on normal start. Something is wrong with some bios settings I guess. Important is what happens in that 20 minutes - spinning circles or black screen / only logo. If it's just logo without spinning circles - press tab to show what is going on.

So as Hoeap5 mentioned, when you do a shutdown, it partially hibernates the system.

When you do a restart, it starts fresh, it doesn't do the partial hibernation.

 

Based on the limited detailed, to me it sounds like:

You have a driver or software (like a security software) that slows the startup time of Windows. The only reason why you don't see any impact when you do a shutdown/turn on, it is because the driver/software load is already loaded as the partial hibernation restores.

 

If you want to confirm this, simply restart your system in Safe Mode. If it starts significantly faster, than this confirms the issue.

Now, all you'll need to do, is to find the culprit. I would remove any security software you may have, like anti-virus, and make sure ALL your drivers are fully updated.
