PC for nephew, fortnite

So my nephew wants to play fortnite at 1080p 100fps at max detail ( dont ask)
I have no clue whats capable of it. can I get a partpicker in canada with the cheapest setup able to achieve this goal?

and he wants RGB , yes hes 11years old

First I would say max details is just not smart to chase after. You go one step below and you get much better framerates for visual quality that is nearly identical.

Oh I know but im looking for a Budget to give my sister for this overall goal. ALso forgot to mention a monitor of 100hz is needed

Here is what you are looking at if you want to hit 100 fps with some settings tuned. You can up the price by 70 if you want the 1660 which will fair a bit better for hitting 100 fps with less settings tuned down.
