It's usually on the top left side of your motherboard and should be included on your PSU, often labeled as 'EPS'.  It is entirely possible your PSU only has a 4 pin EPS connector and as such would likely not give enough power to a higher end CPU.

You need to plug on the motherboard only the one 8 pin connector, don't worry about the second

Most do, but some lower wattage units only have a 4 pin.

Every quality 450W+ unit should have one, but if you want recommendations on a PSU, feel free to post your full system specs and possibly place to buy them from (in case you're from a region with a smaller market of PSU's).

That PSU has an 8 PIN and a 4+4 pin (one 8 pin can be divided into two 4 pins, the other is just an 8 pin all the time):

You don’t need both 8pin connectors. One will be enough unless you want to do some extreme overlooking using LN2 or whatnotnwhatnot

You don’t need two 8 pin eps. One is sufficient. Unless you are looking into LN2/ extreme over clocking

It has 8 6+2 pin (sometimes called 8 pin) PCIE connectors for videocards.
