PC not booting and getting C5 and 0d error codes

So I'm building a PC for my friend and it ain't booting. We have tried resetting CMOS, we tried different ram sticks on different slots, we get the same error. I unplugged the HDD and SSD. We also tried different PCIe slots. Do you guys have any idea to make it work?
