Ethernet connection dropping for a few seconds at a time on new PC.

Basically, every so often.. (Every 5-10 odd minutes).. The internet will just cut out for 5-10 seconds and then just as quickly return. This has been happening for a couple of weeks now since I got my new PC. This isn't so much of an issue while I'm browsing the web.. But for gaming this is a true nightmare. I've checked a lot of different things, I've restarted my modem several times, I've tried a different slot on the modem, I've replaced the ethernet cable, I've updated my network drivers, I've made sure energy efficient ethernet is disabled, I've made sure my PC cannot turn it off to save power.. 

 

I've tried everything I could think of and everything viable I could find by googling the issue. So I wondered if anyone here might have any ideas? I don't seem to be having the issue when browsing with another device on wifi. Could it be some kind of software/hardware issue rather than a network issue? I didn't have this issue when using the exact same setup on my old PC.
