Which is better? Buy lower speed or higher clock ram and OC, or just buy speed I want.

I want to achieve 3200MHZ and 14 CL and being samsung b die cause of their reliable OC reputation. Which seems to be the most reasonable to buy.

Corsair LPX 3200MHZ CL16 $165 may or may not be samsung b die due to having 3 different version.
G.Skill RipjawV 2800MHZ CL14 $140 
G.Skill RipjawV 3000MHZ CL14 $191  
G.Skill RipjawV 3200MHZ CL14 $235
